Sharing is Caring - NAP Overhaul

NAP overhaul is a modular mod that makes the effects of the Eco Lifestyle Neighborhood Action Plans (= NAPs) much more subtle and sensible. Each NAP has its own mod package and you can combine them in whichever way you prefer.

It stops Sims from stealing due to the Sharing is Caring Neighborhood Action Plan being active.
