NPCO - Outdoor Retreat

This mod attempts to stop the game from spawning/creating NPCs in the background, specifically Outdoor Retreat.

If you use this mod, you won't get those special sims that you may need to complete Outdoor Retreat missions.

Meant to be used with the NPCO base game mod.
