No Discover University Festival Notifications

Disables the starting notifications for all Discover University festivals.

I find these especially annoying as they tend to spam your whole pinboard with it intead giving you only one notification.

Nofestivalnotifications is a modular mod, but the modules can be mixed and matched to your personal liking.
