COMPLETE No Festival Notification Sound

All festival notifications are silent. You will still be able to read them on your pinboard, they just will no longer pester you with their sounds

Required Packs: - (just delete the parts for packs you do not own)

Compatiblity: Will conflict with any mod that alters these tuning files:

all festival drama node files (see the different mod modules for further details if needed)

Conflicts with my no festival notification mods, though you can mix an match them as long as you do not use two parts that affect the same festival type.
