Lot Trait Effects Hider

Hides the disturbing visible effects of all lot traits.

I chose to edit the tuning files instead of just the image by design, because that way, they game will need less resources cause it would otherwise constantly create invisible lot trait effects. The mod will still not need to be updated regularly as those tuning files hardly ever get changed by EA.
