Hidden Foxes - Townie Overhaul Less Fame

Fixes a reoccurring bug where the game would spawn tons of hidden foxes. Foxes spawned will now actually be reusable by the game the next time it needs to spawn a fox.

If you do not want any foxes to be created, use the no new foxes module instead. 

This is a module of my townieoverhaul less fame mod. Townieoverhaul is a modular mod. The most important modules are the main module and the nounimportant Sims module, so you should at least install these if you want significantly reduced townie generation and famous Sim spawning. Technically, you are still free to choose whichever modules you like.
